MY EXPERIENCELEAVING SINGAPORE

* This reflects my own experience and the information available to me in October 2026. Immigration, tax and CPF procedures can change, so always check the latest requirements with the relevant authority.

My PR Renunciation Timeline
5 Oct 2026 — Submitted PR renunciation online
7 Oct 2026 — PR renunciation approved, 30-day STVP issued
8 Oct 2026 — Returned Blue IC by registered post
9 Oct 2026 — IC greyed out in Singpass
26 Oct 2026 — Submitted application for STVP extension
27 Oct 2026 — STVP extension approved, additional 30 days granted
Processing time in my case: 2 days
ICA states that the general processing time is up to four weeks. If you are in Singapore when you apply, ICA advises that you remain in Singapore until the renunciation process has been completed, as the 30-day Visit Pass is issued only after completion.
Before submitting
As Singpass access may stop working soon after your PR is cancelled, I would recommend saving copies of any important documents first.
In my case, that included documents and statements from ICA, CPF and IRAS, as well as relevant records from HealthHub because we had used Singapore’s public healthcare system. This included things such as hospital discharge summaries, diagnostic and lab reports, and the kids’ vaccination records (important for school or kindergarten later, as proof of measles vaccination or immunity is required in Germany). I also returned all my outstanding library books.
My IC was greyed out in the Singpass app the day after approval, although at the moment I am still able to log in to both CPF and IRAS. Even so, I would still recommend saving important documents in advance rather than relying on continued access later.
It is worth checking any other Singapore government portals you have personally used and downloading anything you may need later.
Submitting the PR renunciation application
The application itself was very straightforward in my case. I was the only PR in my family and there were no NS-related matters involved. I logged in using Singpass, completed the online application and uploaded the signed Annex A. The annex is essentially a letter confirming that you wish to renounce your Singapore PR and stating your reason for doing so.
Returning the Blue IC
After approval, I returned my Singapore Blue Identity Card by registered post. ICA requires the Blue IC to be returned within 14 days of receiving the successful renunciation outcome letter.
When to submit your PR renunciation application?
In my case I submitted the renunciation 8 weeks prior to my planned last day in Singapore. I buffered in 4 weeks for the renunciation process based on ICA’s advised timeline, on top of the 30-day STVP period. This is probably way earlier than most people would actually do it since they are likely employed, however this will facilitate withdrawal of my CPF funds as soon as possible before entering Germany in view of the potential German tax implications.
⚠️ Important: Please ensure that you have ceased employment before renouncing PR, as you generally cannot work while on an STVP.
Final tax clearance
I did not have an employer at the time, so I wrote directly to IRAS regarding my final tax clearance. My final Notice of Assessment was available about 2½ weeks later.
If you are employed, this is usually handled by the employer through Form IR21.
STVP extension
I applied for an extension of my Short-Term Visit Pass online on 26 October 2026, and it was approved the following day.
As part of the application, I had to explain why I needed to extend the pass. My reasons mainly related to wrapping up our relocation, attending my children’s preschool graduation, the final shipment of our household goods and completing the handover of our apartment.
I did not have to submit any supporting documents with the online application. However, the application indicated that if the extension was not approved, I might be asked to present supporting documents in person to an ICA officer.
ICA granted me an additional 30 days, giving me a total of 60 days in Singapore from the date my PR renunciation was approved. This gives me enough time to complete the remaining arrangements before departure.
CPF and German tax
One of the reasons timing mattered to me was the potential German tax treatment of CPF funds after becoming tax resident in Germany.
